Agreed.

I am gonna propose my steps in the process again here:

First, lets get the Regency Council going.

Then go to banning, although that discussion shoudl still be going. I still think the watch list shoudl be established first, and then stuff get escalated from there to ban.

Agreed. That's the impetus for the council and the threads to disucss things. Without some organization, things will get hectic right quick.

Now that we've got a forum here esspecially for this purpose, we don't need a council. Himoto's got Mod powers, he can play with stickies, edit lists, etc... and I'm pretty sure that no one's going to say he's not fair.

I don't have mod power in *this* forum at present, Yamakori.

EDIT : Oh, wait. I do. Matt changed the settings since I last looked.

I for one would still rather have a council. Better have a few leaders working together than a single leader type person taking charge.

I agree. Otherwise we have a bunch fo peopel arguing. The point of the coucil is a final autority to make a vote.

The rules are pretty easy.

ANCESTORS
Ancestors represent the personal influence of long-dead heroes from Rokugan's past on the lucky few they bestow it upon. You may attach an Ancestor normally, or also as a Reaction when bringing a Personality into play during your Dynasty Phase. In either case, you must bow the Personality as a cost.
Ancestors have an Honor requirement that works exactly like that of Followers.
They also have a Faction restriction. You can attach an Ancestor only to a Personality of that Faction. An Ancestor is destroyed if his Personality ever loses the appropriate Faction alignment, but otherwise cannot be destroyed while the Personality lives. Ancestors cannot be moved or stolen.

Some Personalities have tremendous strength of mind and spirit. Such a Personality has the Double Chi trait, which causes the Personality's Focus cards played during a duel to add their Focus values twice (even in a duel that does not involve Chi).

FACTION ALIGNMENTS
The Brotherhoodof Shinsei uses Monk as it's identifying trait.
Ninja uses Ninja as it's identifying trait.
Naga uses Naga as it's identifying trait.
The Mantis Clan and Yorotomo's Alliance traits are interchangable.
The Monkey Clan and Toturi's Army traits are interchangable.

IMPLIED TRAITS
The Courtier and Diplomat traits count as each other in all ways.
The Naval and Sailor traits count as each other in all ways.
A Creature card is also Nonhuman.
A Personality or Follower is "Human" if it is not Nonhuman.
A Personality or Follower is "Infantry" if it is not Cavalry.


Ancestors, Double Chi and Implied Traits are copied from the Diamond rulebook. Faction Alignments are streamlined, but do what they are intended. The Ninja and Naga identifying traits may seem obvious, but I added them for completeness.

Any rules I'm missing?

Addendum to the YA/Mantis rule : "except for the purpose of cards and stronghold which clearly differentiate between the two" (Kyuden Kit, Yoritomo HG)

I know you could make the case that it's covered by Cardinal #1, but this is a case where I'd rather spell it out right now, than have rules lawyer come down on me about it.

Those are more attached to thoese specific cards. For instance in the Fox Box, "Non-Mantis Clan, Yoritomo's Alliance personalities will join you".

That particular interchangable trait I copied word for word. And it never stopped it working before. :P
