Because that's a big difference. If it was for draft only, then it's still no go.
If it's banned from regular play and doesn't specify a universal banning, it's fair game.

Re: Lost Traveler Castle and Sunrise Keep Nanashi Mura was flat out banned by a JA issued ruling. We forbid Shrine of Lady Sun for consistency.
When we first banned them I argued in favor of them as the long desired ronin strongholds. However now we have 3 of those so I guess there is no pressing reason to unban the draft ones.

But from the look of things, Nanashi Mura is untouchable for now.
