 The Council
Here I wanted to put down some ideas about bylaws and rules for the council, along with current membership and whatnot. I am proposing these based off my original idea about the Council.
Council members:
Shahai Kirisu

Nominees:

Proposed Rules:
Membership
Composition: 5 members, nominated and seconded by the community at large. Preferably those who have and continue to participate in the discussion of the Format. This is the initial Council.
Departures: A member may voluntarily step down at any time. Doing so will create an opening on the council. To fill this opening, the remaining members may nominate and vote on a replacement of their choice.
No confidence: If either the community or Council is unhappy with the performance of a member, they may call for a vote of no confidence. This initiates a vote by the Council members. 4 of 5 members must vote for the removal to remove the member from the Council.
Powers
Watch List: A Council member may, on the advice of the community at large, nominate a card or cards to be placed on the watch list. Said cards must be potentially disruptive or far too dominant to allow for competitive and fun play. On a majority (3 out of 5) vote a card may be put on a watch list. Said card joins the watch list immediately.
Banned Cards: A Council member may nominate a watched card to be banned. Said card should have an intensely counterproductive effect, and make the environment neiter competitive or enjoyable. A card may only be banned on a unanimous vote of the council. A Banned card does nto enter the banned list until 30 days after the banning.
Clarifications: The Council may issue clarifications and rulings on cards that cause substantial confusion and or problems, with a majority (3 out of 5) vote. Rulings and clarifications must be assembled and present at all tournaments.
Appointments: The Council may apoint, on a majority (3 out of 5) vote, officers and organizers they deem neccessary to make the format run properly. These may include tournament organizers, story writers, and communciations officers.
Rules: The Council may determine which Edition of current rules are to govern the game, by a majority vote of 4 out of 5. Upon new rules being published by AEG, a vote may be held to determine whther these rules shall be adopted.
Prohibited Powers and Limitations
Errata: All cards are played by AEG's MRP and Errata. The Council will not make errata or any other changes to cards or card text.
AEG Override: AEG may, at any time, override and/or stop any rules or votes made by the Council. Similarly, AEG has unlimited rights to alter, modify, change, ban, take or otherwise do as they wish with the format.

Possibly: what are your thoughts specifically on this?
EDIT: For example, shoudl we just list that the council can approve the updated wordings list?

That'S fine by me.
On the Watch/Ban process, I would suggest allowing a mechanism that let anyone (at least at first ; probably a petition of anyones later on) add to the watchlist, where the Council members can then decide to spare the card, leave it watched, or ban it.

I think that we should clarify that the Oracle will not be changing the effects of the cards, merely making it easier to parse the construction, and for any Judges to resolve conflicts.
Truthfully, I'm probably overreacting, but I'd hate to see a new player look at this, then look at an Oracle, and then have their head explode (or, possibly, figure that we have no clue what we're doing).

Honestly, I think we already have that system in place. Anyone with a concern can post in the Suggested Watch/Ban Threads, or even start thei own new thread. Fasttracking every request to the official list seems to me like there would be a lot of cards on their that are personal dislikes without being deforming to the environment.

Agreed. Let anyone raise concerns, but only the Council add to the watch list. The Council is the authority, others can discuss.

From my experience, there should be a sense of regularity and timeliness to the way the council operates. Changes to the watch list and ban list should be voted on by the council monthly (preferably on a predetermined date i.e. "First of the Month") with emergency sessions called as needed when a major event would be negatively impacted by waiting.
Also, a mechanism for insuring that Council members are actively participating should be considered. If one or two council members (out of the proposed 5) drop off the map entirely, getting 4 votes to replace them might not be possible.

I'll be reviewing the suggested Council structure and likely posting a few revisions just to clean up a few technical issues or to expand it somewhat to fully deal with items such as scheduling and the Oracle.

I'd like to nominate myself, as I plan on doing quite a bit of work on this project (unemployed, live at home, no majors coming up = lots of free time).
The only reason I'm nominating myself, is because I've been far to abrasive on most L5R forums to actually be considered a contributing member to the community, henceforth, I doubt anyone even considered nominating me.
Also, I like pie.
How can you deny a man that celebrates the glory that is pastry his place?
