as you surely know, Lady Domotai has been tasked by the Divine Empress Iweko I to organize various activities throughout the first year of her glorious reign. The Kakita Artisan Academy is proud to announce that the necessary steps are being taken care of so that those various contests of skill are being run properly and in the spirit of the Empress' wishes. I submit those scrolls to you so that you can take notice on the advancement of the events themselves. Results will be swiftly submitted to you by way of your Heralds as the events conclude.

Rokugan is facing its first Empire-wide threat since the Divine Empress took the throne. In the south, strange four-armed beings known as the Destroyers have joined with familiar Shadowlands threats to tear down the Great Wall of Kaiu and pour into the breach. The Army of Dark Fire continues to harass the northern clans, bringing deadly new tactics after its previous failure to reach Toshi Ranbo. All over the Empire, tainted air carries the plague, creating mindless zombies who carry the disease to new victims. Already, whole provinces have been put to the torch in an effort to combat the plague, with the loss of the entire Horiuchi family one of the first casualties. At the heart of all of this, Kali-Ma stretches her arms to blot out the Empire.
In such times of darkness, the soul of bushido burns brightest.
Danger for the Clans
Each clan faces a major military threat from one of Jigoku's minions, such as the Ebon Daughter or the Dark Oracle of Fire. Also, each clan faces the problem of plague in their lands. At the end of the year, the megagame will come to its conclusion, and the points each clan has accumulated will be compared to the total possible points of that type available. If a clan has enough of the total Glory points, it will defeat its challenge. Similarly, if the clan has enough of the total Honor points, it will wipe out the plague in its lands. Every clan has a target it must reach. If a clan falls significantly below its target, the effects of losing will be especially devastating. On the other hand, if a clan is significantly higher than its target, there will be extra rewards for that clan within the story, putting it in a strong position at the start of the next story arc. The targets for each clan winning are based on the current membership within the Imperial Assembly, and will be posted on the website shortly before the first Kotei. At certain times, clans will receive the opportunity to aid other clans - so be on the lookout for the chance to aid your fellow samurai!
Danger for the Empire
Not only do the clans face individual dangers and challenges, Rokugan as a whole also faces great threats. Many times when a clan earns Glory or Honor points, the clan will face a decision: keep those points or devote them to the greater good of the Empire? At the end of the megagame, Rokugan as a whole must have enough Glory points to defeat Kali-Ma. Likewise, Rokugan must have enough of all Honor points to find a cure for the plague. If the players in the various clans do not give enough to the Empire, Jigoku will win!
When Rokugan's fate has been determined, the Divine Empress will give special recognition to the clans who sacrificed the most for the Empire. To the clan who donates the most Glory points, the Empress will grant a regiment of her most highly trained imperial troops, who will now serve in their traditional duties as vassals of the clan. Similarly, the clan who donates the most Honor points will foster an imperial heir, raising the child in their lands and teaching him or her their special skills and traditions.
The Spider's Poison
The Spider clan faces a special choice during the megagame. The minions of Jigoku have never been united, but like the recognized great clans they face the dual threats of plague and military conquest. However, even with the setback of the Empress's knowledge of their true nature, the Spider stand at a critical point in their plans. They will either succeed in their plot to infiltrate the Empire, or they will be cast out and abandon the experiment of the "Spider clan" altogether.
When a Spider player wins Glory or Honor points for the clan and has the opportunity to devote those points to the Empire, the player may instead devote those points to Jigoku. When determining the final percentages to find out who won or lost, the clans and the Empire will sorely regret the loss of those points!
If the Spider clan as a whole devotes more Glory and Honor points (combined) to Jigoku than they do to Rokugan, then the Spider clan will cease to exist, and future arcs will see the forces of darkness return to their old strategies as the Shadowlands Horde. If, instead, the Spider clan as a whole devotes more combined points to Rokugan than Jigoku, they will force the Empress to recognize them as a great clan with official standing, lands, and duties - putting them in a position to cause a great deal of harm to the Empire in the future. Thus, the Spider's choice is simple: attack the Empire from the outside, or poison it from within?
No matter what the result of that choice is, the Spider still face the same challenges and potential prizes as the other clans - even if this leads to the Spider fostering the future heir! |

Solving the games during the week will give you a point total for each week. At the end of the month, totals per entrants in the contest will be made, resulting in an overall ranking.
The winner of the contest will earn four Honor points for the Empire or his clan. Second place will earn two Honor points, and third and fourth place will earn one Honor point each for their clans.

It is common knowledge that the person and the estate of the Empress are protected by the Seppun, a family of eminently honorable warriors and priests who put the defense of the Imperial line above all things, including their lives. The physical security of the Empress aside, the purity and holiness of her home and belongings are the province of the Hidden Guard. The Hidden Guard are extremely few in number, however, and maintaining their vigil over the Empress and her estate is all they can manage under normal circumstances. For this reason, the sensei of the Hidden Guard select from among the Great Clans a number of shugenja, priests chosen for their exceptional piety and purity, to oversee the duties of the Hidden Guard in lands beyond the Imperial holdings.
These specially selected shugenja, known as the Sanctified Ones, are each assigned the holdings of a Great Clan, with another assigned to the lands of the Minor Clan Alliance and one final priest granted dominion over the unaligned lands. Whenever the Empress wishes to travel to or through these lands, the priest tasked with that region travels ahead and ensures that all relevant holdings and estates are properly purified and worthy of the Empress' presence. It is relatively uncommon for the Hidden Guard to assign a priest to watch over the lands of his own clan, but when such an appointment does occur, it is a great honor, for it indicates that the Hidden Guard believe the priest is capable of putting aside his loyalty and bias and serving the Empress above his own family and clan. There are few greater honors bestowed by the Seppun family.
The winner of each of these tournaments may select one currently living and legal shugenja personality from his clan to join the ranks of the Sanctified Ones. In the event that there are no suitable, legal shugenja personalities for such a clan, the winner may supply the name of a new character from the clan's shugenja family in order to create a personality to fulfill the position.

After the tumultuous events of Death at Koten, the mortal and seemingly amnesiac Agasha Kyoso was returned to the Empire of Rokugan, virtually oblivious to all the destruction caused by her foolish and petty arrogance centuries ago. Now, after more than a year of careful debriefing and study by the Phoenix Clan, Kyoso remains in captivity, held because nothing like her has ever existed in the Empire, and even the Empress has remained silent on what her fate should be. She has been a quiet and contemplative prisoner, rarely speaking save when spoken to, and the Phoenix have determined that at present she represents little threat to the Empire.
What has happened before can easily happen again, however.
Never the most stable of individuals, extensive time alone and reading of what her grotesque failures have cost the Empire have shattered Kyoso's mind. She believe that she is destined for pain and suffering, and that her lot is to bring devastation to the Empire. Mad beyond reason, she has determined to repeat the cycle of the past and attempt to find release in death one way or another. Kyoso has planned for months and intends to give her name willingly to another oni in hopes of creating another oni lord, this time one that will either achieve ultimate victory, or be utterly destroyed and release her from her maddened existence. Perhaps, she believe, she can even earn redemption by unleashing her true self against the demon goddess Kali-ma, and in doing so end the threat that faces the Empire.
The Clan played by the winner of this tournament will determine the clan affiliation of the hero who arrays his skill and forces against the madness of Agasha Kyoso. The winner will determine if the hero slays Kyoso to prevent the release of another oni lord, or if he will take the terrible risk of permitting her to succeed. This seems a fool's errand, but the possibility, however remote, that the demon lord can be turned against Kali-ma... would that not be worth any price? The price will be steep indeed, not only in lives and collateral damage, but the very soul of the hero in question.

The ronin Kuronada, one of the highest ranking officers of the Legion of Two Thousand, is a ronin warrior such as is rarely seen in this history of Rokugan. His victories against the Army of Fire and the Destroyers have been widely reported during this season of war, and his prowess has captured the attention of many. Although his superiors Tamago and Utagawa prefer to avoid the scrutiny of the Great Clans, Kuronada accepts their praise as his due for a duty well performed, and his amenability has not gone unnoticed.
The winning faction of this tournament will extend to Kuronada the opportunity to take the oath of fealty and join their clan. The winner may, if he so chooses, dictate that Kuronada will instead remain a ronin.

Throughout the World Championships, a series of events will be held at which players may earn Honor points for their clans.
Costume Contest (November 6th)
A panel of judges will decide what the best L5R costume present at the World Championships is. The colors and mons you wear will determine which Clan you are representing. Every player with non-identified colors will be considered Ronin and thus will automatically give any Honor points he earns to the Empire.
The winner will earn 8 Honor points and second place will earn 4 Honor points for their clan or the Empire. Third and fourth place will earn 2 Honor points each for their clans.
Theme Deck Competition (November 6th and 7th)
Any player that enters either the Main Event or the Second Chance Tournament can enter the Theme Deck competition by submitting a decklist and a presentation of his Theme at the judging table. The Stronghold he's playing determines which Clan he's representing.
The winner will earn 8 Honor points and second place will earn 4 Honor points for their clan or the Empire. Third and fourth place will earn 2 Honor points each for their clans.
T-Shirt Contest (November 5th)
Between 4 and 5 PM on Friday, Nov. 5, AEG will be conducting a Clan T-Shirt count. This is a Clan contest, not an individual contest.
The winning Clan will earn 4 Honor points, which may be donated to the Empire by a Clan vote at Gencon. Second place will earn 2 Honor points and third and fourth place will earn 1 Honor point each for their clans.
Special Event (November 6th)
After the second chance and main tournament's swiss rounds are completed on Saturday, Nov. 6, one representative of each Clan will be asked to step up on the stage, and will have three minutes to answer the following question before judges and the audience: "How would your Clan stop the Destroyers?"
There is no limit to the amount of accessories, costumes and assistants a representative can have on stage, and the type of performance itself is up to each Clan (it doesn't have to be a formal discourse). Performances will be judged on-site according to originality, respect of the Clan values, entertainment value and overall quality. Players will have five minutes to discuss between themselves, in Clan Councils, what they will do with the Honor points they might receive. Ronin players may participate in this event, and any points they earn will go to the Empire by default.
The winner will earn 8 Honor points and second place will earn 4 Honor points for their clan or the Empire. Third and fourth place will earn 2 Honor points each for their clans.

For almost as long as the Empire of Rokugan has existed, so too has the Brotherhood of Shinsei. Wise and introspective, the men and women of the Brotherhood have remained in the background, always striving to find their place in the universe, always seeking to help others find theirs. They have offered their counsel to the samurai and their aid to the common people, seeing the value in all without consideration for birth or caste. When the many wars have come to the Empire, the Brotherhood has remained apart as much as possible, for war is not the natural way of the universe, but rather the way of man, and the role of the monk is to find a different path. Until now.
The war with the Destroyers in the south and with the Army of Fire in the north has galvanized at least a portion of the Brotherhood. Some of the order's more militant sects, incensed with the destruction of many ancient temples both in the north and south, have vowed to not sit idly by and watch while more of the Brotherhood's history and tradition is destroyed, and while the innocent people of Rokugan suffer. Seven of the Brotherhood's most militant sects have chosen from their ranks the finest warriors and teachers among them and sent them forth to be a proactive force within the Empire, both in the defense of its people, and in the destruction of its enemies.
The winner of each tournament in this series may select a list of three living, non-unique personalities who are no longer tournament legal in the L5R CCG tournament environment. These personalities must have originally been aligned with the winning Clan. One of these characters, as selected by the Story Team (as determined by appropriateness), will be chosen as a returning character, now having retired to serve the Brotherhood, and will be a part of the Seven Sohei. Each individual tournament will determine the identity of a monk from one of the following Orders:
- The Brothers of Rebirth, adherents of the Fortune Tsukune.
- The Order of Death, disciples of Emma-O and the Lords of Death.
- The Order of Fire & Thunder, followers of Osano-Wo.
- The Monks of Bishamon, the Fortune of Strength.
- The Temple of Kaimetsu-uo, students of the Mantis Clan's founder.
- The Order of Heroes, tasked with inspiring greatness in others.
- And a Shinsei traditionalist, learned in the ways of the Tao.

Throughout the month of October, players will have the opportunity to submit up to two inspirational posters based around the theme "15 years of L5R." An inspirational poster is defined as an image accompanied by a catch phrase. The image can be taken from any source. The posters will be judged on originality, creativity, and respect for the theme of the contest.
The winner of the contest will earn four Honor points for the Empire or his clan. Second place will earn two Honor points, and third and fourth place will earn one Honor point each for their clans.

In May 2008 and July 2009, L5R players raised approximately $12,000 for the fight against pancreatic cancer in the first two Solving the Riddle Global Charity Events. In September 2010, we will once again have the chance to demonstrate our dedication to helping others by raising donations to fund pancreatic cancer research and patient support. Once more, players from all nine Clans of Rokugan will unite to help Solve the Riddle of this scourge - and earn points for their clan in the Empire's Glory mega-game!
All proceeds from Solving the Riddle will benefit the Pancreatic Cancer Action Network, a non-profit organization committed to a comprehensive approach to fighting pancreatic cancer. The organization funds direct research grants, advocates for additional research funding from governmental organizations, produces educational and awareness raising programs, and provides direct support to patients diagnosed with pancreatic cancer.
Solving the Riddle events may be run in your local Stronghold Store, or anywhere that Legend of the Five Rings players want to unite in the spirit of charity. A Solving the Riddle event may use the constructed, sealed deck, or draft formats. Anyone, whether or not they attend a tournament, is also welcome to make an independent donation through Solving the Riddle. Players may pledge these donations to a particular clan, and that donation will count towards that clan's overall total.
At the end of the tournament series, each clan's overall donations will be ranked in descending order. The clan that has donated the most money will earn nine Honor points, the second most will gain eight Honor points, and so on, such that the clan that has donated the least will receive one Honor point.
In addition, the winner of the the tournament which brings in the highest number of donations will receive a Personality of their clan with an appropriate keywerd. Although Winner's Choice or Level 10 events may be run to benefit Solving the Riddle, the winners of these tournaments are not eligible to receive the Personality.

Every day in September 2010, question(s) will be asked on the AEG official forums.
The first person who answers each question correctly will score 2 points. The second person will score 1 point.
At the end of September, a tally for each account will be made, and a top 4 will be declared. Ties will be broken by number of first answers.

As spring fades to summer and the heat of the Jade Sun sears the blood from the southern battlefields, the dark gaijin god Kali-ma looks upon the resilience and determination of Rokugan, and she knows an infernal rage the likes of which mankind has never experienced. Enraged at the temerity of the samurai who stand against her, the Destroyer commands her subordinates to release her greatest weapon, that ultimate devastation might be visited upon this wretched Empire that refuses to bend before her rightful domination.
The god-beast of Kali-ma comes forth, and Rokugan shall be scarred forever.
The ultimate weapon of mass destruction, the god-beast's origins are uncertain. Whispers among the Mantis and Unicorn indicate that it might once have been a god of the Ivory Kingdoms, the distant birthplace of Kali-ma's forces. If it was once a god, however, the beast has been broken and remade in its master's image. Bestial, nearly mindless, but powerful beyond reckoning, the god-beast's impossibly massive form towers above the Empress' armies and lays waste to all in its path. It is a weapon that cannot be defeated, a god that can never be denied by mortal hands.
Yet this is Rokugan, and more than one god has fallen upon its soil. Fortune favors the mortal man, not the forgotten gods, and victory shall come, even if at a cost too great to imagine.
The winner of this tournament may select any one living, currently legal personality affiliated with his faction. That hero shall be the one to lead the forces of the Empire in the final battle against the god-beast, to slay the thing that cannot be slain, to end the threat that should, by all rights, bring an entire Empire to ruination.
Featured Matches:
During the battle, certain samurai's deeds will be highlighted. In the second, fourth, and sixth rounds of the main tournament, a pair of players will be chosen, and their game will be featured, deciding the actions of samurai from their clan during the battle against the god beast.
Round 2: Mantis vs. Spider
Allies long ago, the Mantis and Spider have long since turned against one another, with the murder of Moshi Amika and others an eternal obstacle to any attempt to cooperate. This battle includes one samurai from each clan, who encountered one another on the night of Amika's murder. The two players will choose which samurai are involved, and the winner of this match will determine if the personality affiliated with his clan chooses to kill his rival, or turn against the god-beast.
Round 4: Dragon vs. Scorpion
The Dragon and Scorpion stand together against the devastating power of the god-beast. The winner of this match will determine the identity of one officer from his clan assigned to the battle, while the defeated opponent may choose the name of his clan's military unit assigned to assist the allied officer.
Round 6: Lion vs. Phoenix
Rivals as often as allies, the Lion and Phoenix have a sordid history, but both understand duty very well. The winner of this match may choose one bushi or shugenja to make a strike against the god-beast. The defeated opponent may choose the opposite personality type to work with the winner's choice in this successful attack.

Following the fires of Ryoko Owari and the events that followed, the dire threat posed by the plague that has been ravaging the Empire has lessened considerably. The dead walk with much less frequency, and far fewer succumb to the mysterious illness than before. Many attribute the changes to the work of the Jade Champion, among others, but some wonder what took place in the City of Lies that might have caused such a thing. Most, however, simply rejoice that it no longer seems their death is imminent.
Despite the improvements, however, a serious threat remains. While the plague-dead no longer seem to move across the Empire with a sense of purpose, there remains a region completely blighted by their presence, threatened by a force of the dead so vast that it could rightly be called an army. And though they are mindless, there sits at their head a figure that is somehow different than the others. Somehow more cunning, more sinister, and infinitely more deadly.
The winner of this tournament will determine the clan that will lead a precise military strike into the heart of the undead army, seeking its head and destroying it in hopes of ending the threat it poses. The threat is vast and layered, however, for even if the dead do not claim the heroes, then the plague surely will.

Throughout Gencon, a series of events will be held at which players may earn Honor points for their clans.
Costume Contest (August 8)
A panel of judges will decide what the best L5R costume for GenCon is. The colors and mons you wear will determine which Clan you are representing. Every player with non-identified colors will be considered Ronin and thus will automatically give any Honor points he earns to the Empire.
The winner will earn 8 Honor points and second place will earn 4 Honor points for their clan or the Empire. Third and fourth place will earn 2 Honor points each for their clans.
Theme Deck Competition (August 7-8)
Any player that enters either the Main Event or the Second Chance Tournament can enter the Theme Deck competition by submitting a decklist and a presentation of his Theme at the judging table. The Stronghold he's playing determines which Clan he's representing.
The winner will earn 8 Honor points and second place will earn 4 Honor points for their clan or the Empire. Third and fourth place will earn 2 Honor points each for their clans.
T-Shirt Contest (August 7)
Between 3 and 4 PM on Saturday, Aug 7th, AEG will be conducting a Clan T-Shirt count in both the CCG Hall and the RPG Room. This is a Clan contest, not an individual contest.
The winning Clan will earn 4 Honor points, which may be donated to the Empire by a Clan vote at Gencon. Second place will earn 2 Honor points and third and fourth place will earn 1 Honor point each for their clans.
Special Event (August 7)
After, the main tournament's swiss rounds are completed on Saturday Aug. 7th, one representative of each Clan will be asked to step up on the stage, and will have three minutes to answer the following question before judges and the audience: "How would your Clan stop the Plague?"
This contest will be filmed by the L5RChives crew on site and a live feed should be put in place for players all around the world to witness this event.
There is no limit to the amount of accessories, costumes and assistants a representative can have on stage, and the type of performance itself is up to each Clan (it doesn't have to be a formal discourse). Performances will be judged on-site according to originality, respect of the Clan values, entertainment value and overall quality. Players will have five minutes to discuss between themselves, in Clan Councils, what they will do with the Honor points they might receive. Ronin players may participate in this event, and any points they earn will go to the Empire by default.
The winner will earn 8 Honor points and second place will earn 4 Honor points for their clan or the Empire. Third and fourth place will earn 2 Honor points each for their clans.

All players who earn Glory and Honor may donate their points to the Empire or keep them for their clan. The top player at each tournament will also have the choice to donate their point to one specific clan.
In the Empire of Rokugan, there are two groups of samurai who are exalted above all others. The first is the collection of individuals known as the Emperor's Chosen, men and women chosen directly by the Emperor or Empress to serve the throne directly, including the Imperial Advisor, the Imperial Chancellor, the Shogun, the Voice of the Emperor, and the Imperial Treasurer. The other such group is the Jeweled Champions, a group of samurai who ascend to the highest levels of society through achievement, typically by succeeding at a great tournament held among the most gifted individuals in the whole of Rokugan. These individuals include the Emerald Champion, the Jade Champion, the Amethyst Champion, the Ruby Champion, and the Topaz Champion. The Jeweled Champions, while generally less influential than the Emperor's Chosen, are somewhat more glamorous to the average samurai, for the potential to achieve such a position is something that any individual can dream of for himself.
Among the Jeweled Champions, the Emerald and Jade Champions are lifetime appointments determined by the results of massive tournaments. The Amethyst Championship is likewise a lifetime appointment, although that position is filled at the discretion of the Imperial families, who select the most prominent courtier of a generation. The Ruby Champion is selected by the Emerald Champion from a number of applicants, and serves at the Emerald Champion's discretion. The Topaz Champion is the most gifted young samurai of a generation, selected at a grueling gempukku tournament and serving for a period of one year.
Or at least, this is how it has been until now.
The Divine Empress, in her infinite wisdom, recognizes the difficulty that samurai possess in refraining from war with their enemies. Is it not the duty and nature of a samurai to seek war? In light of this, the Child of Heaven has ordered the Emerald, Jade, Amethyst, and Ruby Champions to hold their respective tournaments on an annual basis, not to replace the Champions, but to give the samurai of the Empire an outlet for their competitive natures, and to provide opportunities for advancement. Each year, each of the Champions (save the Topaz) will hold a tournament of the sort normally used to fill the position, and the winner of these tournaments will become favored vassals of the Champions. The Jade Champion, for example, will oversee the Jade Championship each year, and from that tournament the winner shall join the Jade Champion as one of his advisors and agents in use throughout the Empire. In this manner, the Empress fosters positive outlets for inter-clan rivalries and encourages cooperation between the clans.
In addition to these positions, based upon her desire to continue sponsoring the sophistication and refinement so often neglected among the samurai caste, the Empress has created a new position, the Turquoise Champion, to be determined on an annual basis in a competition to identify the greatest artisan in the Empire. The Turquoise Champion, once identified, will have one year to sponsor art and beauty throughout the land in whatever manner suited to the artisan in question, then surrender his title to his successor the following year, although an individual Champion is free to defend his position in the competition as he sees fit.
As is so often the case, the Lost mirror their pure counterparts in the Empire with tournaments of their own. The insidious Obsidian Champion, greatest warrior and champion of Shourido, and the malevolent Onyx Champion, the most powerful of all the Lost's blood sorcerers, likewise have been commanded by their dark lord Daigotsu to hold an annual tournament. Unlike the Empire, however, the Obsidian Champion and Onyx Champion hold their tournaments to see if it is possible to defend their title and retain their position. All among the Lost who hunger for power and influence are free to try and take the positions by force, if they so desire.

Until the end of the MegaGame, AEG offers the possibility to participate in the Empire's Glory Koku Drive. Money is key in a war, even in Rokugan, and as such the Koku the clans can gather are of utmost importance.
For this contest, players may log in to their Imperial Assembly accounts and donate Koku from their Koku Bank to the clan of your choice. Each month, individual clan tallies of received Koku will be made.
At the end of the MegaGame, each clan's overall total of Koku received will be ranked in descending order. The clan that has received the most Koku will earn nine Honor points, the second most will gain eight Honor points, and so on, such that the clan that has received the smallest amount of Koku will receive one Honor point.
In addition, each clan's largest donation within the space of one month will be ranked in descending order. The clan that has received the largest monthly Koku donation will gain nine Honor points, the second largest will earn eight Honor points, and so on, such that the clan that has received the smallest monthly Koku donation will receive one Honor point.
Ties in one category will be broken thanks to the clan's rankings in the other category. All rules that apply for the Koku orders apply for this contest.

Kotei 2010: The Plague War

In the late winter of 1172, the second year of the reign of Empress Iweko I, the Empire of Rokugan will become mired in the terrible conflict known as the Plague War. With a mysterious plague of unknown origin ravaging the countryside and war on two fronts, the Empire is besieged as perhaps never before. The plague leaves in its wake not only death and devastation, but legions of undead returned to a horrible, blasphemous semblance of life by its terrible touch. Taken by itself, this would be among the most insidious threats the Empire has ever faced, one in which those who are loyal and honorable men can be taken from the service of their clan and Empress and turned against their brothers with no control over their own actions. Unfortunately, the plague itself is far from the only threat facing Rokugan.
In the southern provinces, the great Carpenter Wall has been overrun by a seemingly endless series of iron-clad enemies of apparent gaijin origin. Known only as the Destroyers, these enigmatic individuals are led by bestial demons of a type never before seen in the Shadowlands. Led by a seemingly indestructible rakshasa and lorded over by a horned nightmare that may be a god made flesh. In the north, the second Army of Fire descends from the steppes to infiltrate the Northern Wall Mountains and lay siege to the holdings of the Dragon, Phoenix, Badger, and Ox clans. Smaller, deadlier, and more cunning than before, the Dark Oracle of Fire's minions use guile and tactics where before they used only brute force and relentless assault.
The convergence of these three threats at one time can be no coincidence, and many in the Empire suspect a common origin for them. Some believe that the dark god of the Destroyer Horde is responsible, while others blame the Dark Oracle of Fire or the mysterious figure known only as the Ebon Daughter. Whatever the origin of the threats, however, one thing is clear: the Great Clans dare not ignore any of the threats potentially facing them at this crucial point in the reign of the Iweko Dynasty.
During the Plague War, the lords and generals of the Great Clans will be faced with threats that can arise seemingly from nowhere, striking deep into the heart of their lands and soul and then fade into nothing. As threats and crises arise, the lords of the clans will be forced to assess the threats against them and respond accordingly, hoping against hope that they can extinguish one fire before another arises to consume them.
At the Kotei events Glory will be awarded to the top four players in the tournament, and Honor will be awarded to the top four winners of whatever side event that Kotei is hosting. The tournament winner will have the opportunity to choose a character from the clan who will appear in a story telling how the glory was won. Both the top tournament winner and the top side event winner will face a choice: keep the Honor or Glory for the clan, give the Honor or Glory to one of two clans revealed at the start of the Kotei, or give it to Rokugan. (Or, if Spider wins, possibly give it to Jigoku instead.) If the players keep the Glory or Honor, the full points are counted for the clan they represented. If they choose to give the points away - whether to one of the two clans named at the start of the Kotei, or to the Empire (or Jigoku) - then the clan will receive half the value in Strategic points. The second through fourth place players in both the Honor and Glory contests must award their points to their clans. |

The Plague War Map has 69 provinces, each having a code name associated to them. Provinces marked as P1, etc., are called Other Provinces. Provinces not marked as P1, etc., are called Home Provinces. Each Clan in the Game has 3 Home Provinces, which use the usual nomenclature for the Clans (CB for Crab, CN for Crane, DG for Dragon, LN for Lion, MN for Mantis, PX for Phoenix, SC for Scorpion, SP for Spider and UN for Unicorn).
Each week of the Kotei season, Imperial Assembly will be able to vote on their move for that turn. They will have the option of moving a single unit to a different province and of engaging a Threat - the Plague, the army of the Destroyers, the Army of Dark Fire, or other assorted challenges.
In order to move and engage Threats in the map's provinces, each clan will be given eight Resource Points each turn, which lasts for two weeks. That number can be increased based on events in the previous turn's Koteis, or for resting a unit for a week. If your clan has Resources Points left at the end of a turn, they carry over to the next turn.
Basic resource allowance per turn: 8 Resource Points
Meet attendance number for Kotei the previous turn (based on Imperial Assembly membership): +1 Resource Point
Clan has given Points to a Clan, the Empire, or Jigoku the previous turn: +2 Resource Points
The selected unit neither moved nor engaged the previous week: +1
The engagement status of a unit is active for the entire turn at that location, so a unit that moved on the first week of a turn and engaged a threat will remain engaged to that same threat if it's still on the map the following week. The cost of engaging each Threat is noted on that Threat's card on the Plague War Map.
Moving Units around the map uses Resource Points:
Move from any Province to any of your Home Province: 1 Resource Point
Move from any of your Home Provinces to any Other Province: 2 Resource Points
Move from any Other Province to any Other Province: 3 Resource Points
Each Clan has two units, each starting in a Home Province. Each unit has a military and influence value, which determine how well it can resolve Threats.
When a Threat is resolved, it will generate a number of reward points, which will go either to the clan or to the empire, depending on the type of Threat. Rewards from Clan Heartland Threats may be given to either the clan or the empire, while those from For the Empire Threats must be given to the Empire. Members of the Spider Clan may also award those points to Jigoku.

Week 5 Challenge: Decades ago, a samurai cast out and forgotten by his clan grew weary of the Empire, and ascended into the most remote portions of the unaligned Great Northern Mountains. There, he discovered others like himself, men and women who had left the Empire behind to forge their own private existence, free from oppression by others. A powerful shugenja and a charismatic leader, the samurai brought all these people together and forged a city of his own, deep within the hidden recesses of the mountains. Slowly, others trickled into the mountains, and the city grew.
By the time the people there realized their lord was a madman, it was too late.
Throughout his years as a tyrant, that man called Karatsu has never been denied. Even the elements bend to his will. Now that a force from beyond Rokugan's borders threatens his reign, Karatsu struggles to maintain control of his tiny empire. There is but one man who knows enough about the city's location, its defenses, and the spells that keep it hidden from the outside world, that could threaten all Karatsu has built. Only one man can threaten him.
His only son, who abandoned him years ago.
For the first time in twenty years, Karatsu the Tyrant walks among the Empire once more, seeking the death of his son. And he will destroy anyone or anything that gets in his way, even if he must seal a pact with the Dark Oracle of Fire himself to protect that which is his.
For the duration of Turn 5, the Kotei Interactive Map will feature a Threat called "Hunting the Ronin Son". This Threat will represent the attempt of Karatsu the Tyrant to locate his son, the ronin known in Rokugan as Kuronada: As a small contingent of the Legion of the Two Thousand performs their duty to the Empire, they are ambushed by Karatsu himself.
Should the Threat be resolved succesfully, the clans resolving it will come in time to the rescue of the Legionnaires. Karatsu will not discover the exact location of the Palace of the Breaking Dawn and only minor casualties will be inflicted on the Legion detachment. In addition to that, the clans involved will see one of their former clansman turned ronin join the Legion of the Two Thousand.
Should the Threat not be resolved, however, Karatsu will decimate the Legion detachment and learn the precise location of the Palace of the Breaking Dawn, and valuable information on its defenses.
The fate of the Legion of the Two Thousand Lieutenant and the Ronin rest in your hands!
Week 9 Challenge: The Palace of the Breaking Dawn is the headquarters for the present incarnation of the Legion of Two Thousand, a ronin organization that has already proved itself a powerful force for good in the modern Empire. It is from here that the noble warriors known as Utagawa and Tamago guide their forces in the war against the Empire's enemies, calling upon the incredible talents of the officers under their command, such as the diverse skills of the man who calls himself Kuronada. But Kuronada's service is not without a price.
The madman Karatsu, tyrant of the hidden city and willing if begrudging ally of the Dark Oracle of Fire, has come to cleanse the world of what he perceives as his failure of a son. Kuronada alone possesses the knowledge to present a threat to Karatsu, and the madman will not endure such a threat to exist. Earlier in the war, he tested the might of the Legion and found them wanting, but was driven back by the intervention of Great Clan forces. Since that time, he has laid low and waited, watching. Now he knows the location of the Palace of the Breaking Dawn, and he will see the Legion and his son ushered from the mortal realm by his hand.
L5R players, the fate of the Ronin Stronghold, the Palace of Breaking Dawn, is in your hands! Foiling Karatsu a first time as he was Hunting for his Ronin Son made the Clans aware of the threat he represents to the group called the Legion of the Two Thousand but also to the Empire, due to the blasphemous pact he made with the traitor Tamori Chosai. The threat can end now, or be allowed to roam free.
If the Battle at the Palace of Breaking Dawn Threat is resolved, a force of Great Clans samurai (originating from the Clans that resolved the Threat) will arrive in time and foil Karatsu's vengeance, dealing a blow to the forces of the invader by helping Kuronada eliminate one of their powerful surprise allies. In addition to that, the Palace of the Breaking Dawn's legality will be extended until the end of the Celestial arc.
If the Threat is not resolved, Karatsu will burn the Palace to the ground, taking a huge logistical and human toll on the Legion of the Two Thousand as the legionnaires will fight till death to protect their headquarters. While Kuronada himself will not perish, he will have his secret exposed and Karatsu will remain a thorn in the Legion's side during the struggle against the invader, undermining the Ronin's effort in helping the Empire, and causing a dangerous distraction from within the Empire.
As it was the case for Turn 5, Turn 9 will be a Ronin Turn. Every point earned by Ronin players during the last 3 Kotei tournaments of the 2010 season, will count as double and still be granted to the Empire.
So take your Palace of the Breaking Dawn decks and place well at one of those Kotei (either in the Kotei itself or its associated Honor Event) to help the Legion of Two Thousand have a place they can call home in the Empire! |
